Massachusetts Legislative Calendar for 2025
January 1, 2025: The Massachusetts House and Senate convene. Members-elect are sworn in by the Governor.
January 2, 2025: Councilors take their oaths of office.
Winter 2025: House and Senate leadership is selected and committee chair assignments are made
January 17, 2025: Deadline for submitting petitions, which must be filed by 5:00 p.m
By January 22, 2025: The Governor submits the General Appropriation Bill (Budget).
Four weeks after committee appointments: Joint Committee Rules must be submitted. (The exact date is determined after committees are appointed.)
April 30, 2025: Last day to report on proposals for amendments to the Constitution.
May 14, 2025: Date for several actions:
– The last day to call up a proposal for an amendment to the Constitution.
– The last day for the convening of the Joint Session to consider amendments to the Constitution.
– The last day for the House Committee on Ways and Means to report the General Appropriation Bill.
July 1, 2025: Start of state fiscal year 2026
November 19, 2025: The last day for formal sessions during the First Annual Session.
January 6, 2026: The last day of the First Annual Session.
